Over these past days we have been reminded that the previous Liberal Government of the day did not provide the House of Commons with either a vote or a voice on the Afghanistan deployment. As many will know, our Prime Minister has always been clear that any decision that calls for our Canadian troops to be in a combat role will come before Parliament for a vote and debate.
Earlier today the Prime Minister stood before all Members of Parliament and spoke on the horrors and atrocities that the group ISIL has committed against innocent women, children and men. Beheadings, abduction, rape, torture, murder, assault– it is a long and shocking list. That ISIL has called for the murder of Canadians should also not be lost on any Member of Parliament. The PM also highlighted that Canada has a long standing & proud history of standing up to terror; to tyranny and to oppression to protect the innocent and most vulnerable. Today many of our allies– Denmark, France, USA and UK to name a few– have joined to fight against what is best described as an evil murderous regime. Our PM was also clear that a limited aerial campaign cannot and will not eliminate the threat of ISIL; however it can reduce capacity that can help to maintain balance similar to other ungoverned regions in the area. It was also made clear that an aerial assault in no way prevents international aid from being applied although we must also be cognizant that ISIL has no reservations about beheading aid workers. The reality is, in my view, aid cannot be administered until such time the ISIL threat can be further neutralized. It was also made clear the 6 month time frame for an aerial mission and an overview of the military hardware & equipment involved and related military support personnel required to sustain aerial assaults was outlined. To be clear this current campaign is not a ground based military action. Some have suggested this action is similar to the Iraq war that began in 2002. It must be noted that the 2002 Iraq war was against the Iraq Government– this current campaign is the opposite: it is in support of the Iraq government. In fact the current 30 day non-combat deployment of Canadian Special Forces has been to provide support to Iraq national and regional government forces. Some have also suggested that “a case” must be made to justify joining our allies in taking action against ISIL. To those individuals I would sincerely ask how many more innocent victims must be beheaded, children murdered and women raped before we as Canadians stand up to try and protect the innocent to prevent more of these barbaric acts from occurring? By now you may have heard that both the NDP and the Liberals have announced they will oppose Canada joining our allies to protect innocent men, women & children against the threat of ISIL using aerial assaults. In any democratically diverse society there will always be a difference of opinion on important matters such as these. My issue of concern today is that it was patently clear in the House of Comments today that both the leader of the NDP and the leader of the Liberal Party announced their respective opposition to this campaign from pre-written speeches. The Leader of the Liberal’s basically being almost a cut & paste version from his speech on this subject yesterday without the off color comment made afterwards. I raise this point because the use of pre-written speeches means that regardless of what our Prime Minister announced today and level of detail provided– the opposition had already decided they would not listen to the PM... they had already decided whatever the Prime Minister announced today they were already opposed well in advance. In my view it has always been the Canadian way to do our part to stand up for victims against disturbing acts of murder, rape and torture of innocent victims. Taking action against ISIL is not an event that I believe any Canadian will rejoice in. However from the comments I have heard to date part of what it means to be Canadian is that we are a country who does not turn our back and expect others to fight for those most in need. Joining our allies and standing tall against terror, violence and those who engage in such actions is part of how we honour the values and sacrifice of those have come before us in support of freedom. To protect the innocent in support of freedom is how we continue to honor long established Canadian values. For your convenience I have cut and paste below the motion by the Government that will debate next week. I welcome your comments on this or any subject. The Minister of Foreign Affairs That this House (i) recognise that the leadership of the terrorist group known as the Islamic State of Iraq and the Levant (ISIL) has called on its members to target Canada and Canadians at home and abroad; (ii) further recognise the clear and direct threat that ISIL poses to the people of the region, including members of vulnerable religious and ethnic minority groups who have been subjected to a sustained campaign of brutal sexual violence, murder, and barbaric intimidation by ISIL; (iii) accept that, unless confronted with strong and direct force, the threat ISIL poses to international peace and security, including to Canadian communities, will continue to grow; (iv) affirm Canada’s desire, consistent with Canadian values and interests, to protect the vulnerable and innocent civilians of the region, including through urgent humanitarian assistance; (v) acknowledge the request from the Government of Iraq for military support against ISIL from members of the international community, including from the Government of Canada; (vi) further acknowledge the participation of Canada’s friends and allies, including numerous countries of the Middle East, in the broad international coalition committed to the fight against ISIL; and (vii) note that the United Nations Security Council has become seized of the threat posed by international terrorism with the unanimous passage of United Nations Security Council Resolution 2178, and, accordingly, ( a) support the Government’s decision to contribute Canadian military assets to the fight against ISIL, and terrorists allied with ISIL, including air strike capability for a period of up to six months; ( b) note that the Government of Canada will not deploy troops in ground combat operations; and ( c) continue to offer its resolute and wholehearted support to the brave men and women of the Canadian Armed Forces who stand on guard for all of us.

Residents in Vancouver this morning will be saddened to read the front page Vancouver Sun story on the tragic murder of a 17 year old girl. Charged with this murder is a man who was released from prison after serving a 22 year sentence for a violent sexual assault that also included robbery and forcible confinement. These are the types of disturbing actions that create fear and anxiety not just for the victims, friends and families of these crimes but often for entire communities.
In my riding of Okanaghan-Coquihalla, the community of West Kelowna has many citizens who share a similar concern of mass murderer David Ennis (formerly David Shearing) being released from prison and returning to the area. For those unfamiliar with Mr. Ennis he is the individual who brutally took the lives of the Johnson and Bentley family of 6 while on a camping trip in August of 1982. While this horrific act may have taken place over 30 years ago the sense of loss and concern from the community remains real to this very day. This week I had an opportunity to hand deliver a petition from over 15,000 concerned citizens (15,258 to be exact) to Minister Blaney opposing the release of Mr. David Ennis. On a personal note I would like to thank West Kelowna resident Tammy Arishenkoff, classmate and friend to one of the Johnson girls who faithfully leads this petiton parole hearing after parole hearing. Tammy has given me a lot of input on a variety of government and private member`s bills that has been invaluable. I would like to recognize the many people who took the time to participate in this petition and to remind all citizens of the need to always remember the victims in acts of deplorable and senseless violence. When I was first elected as a city councillor I set up my own blog site called “Penticton Politics" where I hoped to communicate city policies, provide information and create an online forum where local citizens could exchange views and provide input. The site very quickly proved to be a success (in my somewhat humble view) as many citizens did take the time to participate and get involved. I must also credit Jordan Bateman who is now with the Canadian Taxpayers Federation but was formerly a Langley Township councillor who first championed this idea with his Langley politics website. When I started Penticton Politics at that time the City of Penticton had no communications officer and the Penticton Politics blog site was something I financed out of my own pocket which was easily done given the low cost of many online communications tools.
Once I became elected as a Member of Parliament one commitment that I made to myself was that I would never stop communicating frequently with citizens. The daily interaction and exchange of dialogue is very valuable and even more so given the great distance between Okanagan Coquihalla and Ottawa. Although my online website has grown from the days of being a blog it is still something that I finance entirely out of my own pocket. It has always been my view that constituency funds must be spent in a non-partisan manner and with my online communications and web site it is important to freely communicate in a manner that may at times be of a more partisan tone and as a result I make a point of personally paying to maintain those freedoms. Why mention this? Recently I learned that regardless of paying for my website personally if a website is linked to the MP parliament profile then said website becomes the “designated” website and must conform to the guidelines as outlined in the” Members Allowances and Services” manual. It should also be noted that the House of Commons has a web operations coordinator who with the assistance of staff ensures that designated websites are in compliance with the established guidelines. As you may have heard, from time to time MPs are referenced publicly for inappropriate use of constituency funds in a partisan manner– usually in these instances it is expected that the MPs in question repay these funds personally or have their affiliated political party repay. Obviously I have now discovered that even if using your own personal funds there can be an expectation that communication conform to regulation– provided of course your communications are “designated” to the official Parliament of Canada MP profile page. Today’s blog post is largely to illustrate the extent to which Members of Parliament are monitored (in some areas) to ensure compliance with established regulation. In many ways I am reminded of my arrival in Ottawa when I was informed we were not allowed to water the plants (see www.danalbas.com/dan-in-ottawa-blog/power-to-the-plants)- curiously due to budget considerations the plants are no more unless we desire to buy our own. West Kelowna, B.C. – BC Wildfire Management Branch, supported by structural fire crews from West Kelowna and Peachland, will continue to fight the Drought Hill fire today which remains at 40 hectares in size and is not contained.
The fire was calm overnight and remained within fire retardant lines and crews will work to establish containment guards through the rough terrain and aircraft will continue to action the fire from the air.
Highway 97C will return to normal function later this morning with the removal of single lane closures.
The Evacuation Order has been changed to an Evacuation Alert for one property in the4700 block of MacKinnon Road. No further orders or alerts are anticipated at this time.
The public is asked to watch for emergency vehicles in the area of the Drought Hill fire and boaters are asked not to interfere with aircraft attempting to reload with water in Okanagan Lake by staying well clear of aircraft.

West Kelowna, B.C. – Boaters are interfering with aircraft attempting to reload with water in Okanagan Lake. Boaters are moving into the area in an attempt to take a closer look at the activity or get photos with their cellphones; and, emergency officials need boaters to stay well clear of the aircrafts’ reloading areas for their own safety, the safety of the pilots and to avoid interfering with the wildfire fight.
Some Glenrosa residents are expressing concerns and anxiety about the number of aircraft flying over their neighbourhoods. At this time, the Drought Hill Fire is the only active blaze in the area, and the wildfire is burning approximately two kilometres from the nearest Glenrosa residences. An Evacuation Order will remain in place for one property in the 4700 block of MacKinnon Road and no further Evacuation Orders or Alerts are anticipated at this time.
Structural fire crews from the Districts of Peachland and West Kelowna and forest fire crews with the BC Wildfire Management Branch have been working steadily throughout the day and have kept the blaze 40 hectares in size, according to the latest reports from the BC Wildfire Management Branch. Officials on site are reporting that the fire is not yet contained but state that crews continue their work to establish guards through rough terrain. The potential for localized wind gusts and hot, dry weather remain concerns.
Fire crews continue to assess the situation and determinations will be made Saturday as to whether or not the Highway 97C Visitor Information Centre can open and if single lane closures will remain in effect in each direction on the Okanagan Connector - Highway 97C, approximately four kilometres west of the junction with Highway 97. West Kelowna, B.C. – It’s been a good night for BC Wildfire Management firefighters monitoring the Drought Hill fire just north of the Okanagan Connector Highway 97C. Cooler temperatures overnight and little or no wind helped keep the fire activity low.
BC Wildfire Management says the fire remains within retardant guards and is estimated at 30-hectares in size.
Incident Command meets this morning to determine today’s plan of attack in the air and on the ground.
One home in the 4700 Block of MacKinnon Road remains under Evacuation Order. No further orders or alerts are in place at this time.

West Kelowna, B.C. – The public is asked not to stop on Highway 97C near the Drought Hill Forest Fire zone. The area needs to be kept clear for emergency personnel to effectively action the fire.
A Local State of Emergency has been declared to facilitate the evacuation of one home on the4700 block of MacKinnon Road in West Kelowna due to the Drought Hill forest fire.
The fire is burning near Highway 97C and is now estimated at 13 hectares in size. Highway 97C is now reduced to one lane in both directions to ensure the safety of emergency personnel through the fire zone.
Approximately 35 fire personnel from West Kelowna and Peachland Fire Departments as well structural fire crews and BC Wildfire Management are actioning the fire, which began at approximately 2:30 p.m. Wildfire Management Branch has three helicopters, two air tankers and four skimmers actioning the fire with seven fire personnel on the ground and another 20 on the way.
People are asked to avoid the area during this emergency response.
The Emergency Operation Centre has been mobilized and will support field crews responding.
Residents are asked not to call 9-1-1 about this fire as emergency responders are aware of it.
